Migration policy

Information about the documents and procedures required for the entry of foreign citizens into Russia

For foreign citizens with a visa procedure for entry into the Russian Federation, an invitation from the OSPU, issued by the Ministry of Internal Affairs of the Russian Federation, is required.

To issue an invitation, you must send the following documents by e-mail to common@omgpu.ru:

  1. A completed application form;
  2. A copy of the first page of the passport of a foreign citizen and previously received visas to the Russian Federation (if any);
  3. Medical certificate confirming the absence of life-threatening diseases;

If necessary, the staff of the International Cooperation Office of OSPU may request additional information (a copy of the document on previous education, residence permit in the country of permanent residence, etc.)

An invitation to obtain a student visa is issued to a foreign student by the territorial department of the federal authority in the field of migration on the basis of an application from the OSPU, and the student receives a visa at the consular department of the Russian Federation in his country. The entire procedure takes 30 to 60 working days.

THE DECISION ON ISSUING THE INVITATION AND THE DATE OF ENTRY OF A FOREIGN CITIZEN IS MADE BY THE UNIVERSITY ADMINISTRATION.

  1. When crossing the border, you must obtain a migration card at the border control point. When filling out a migration card, it is important that all information about a foreign citizen (last name, first name, gender, date of birth, passport number) be entered into the migration card blank without errors.
  2. The purpose of entry (indicated in the migration card and visa) must correspond to the actual purpose of stay. In the case of full-time and part-time studies, the purpose of entry into Russia is “study”.
  3. Upon arrival in Omsk, each foreign student enrolled in Omsk State Pedagogical University must, no later than the next day, come to the International Cooperation Office of Omsk State Pedagogical University to familiarize himself with the rules of stay in the territory of the Russian Federation and receive a bypass sheet.

You must have the following documents with you:

  • passport or identity card;
  • migration card.

Insurance for foreign citizens

In accordance with the Federal Law of August 15, 1996 No. 114-FZ “On the procedure for leaving the Russian Federation and entering the Russian Federation”, each foreign student must have a voluntary medical insurance during the entire period of stay in the territory of the Russian Federation.

A voluntary medical insurance can be issued at any insurance company that has a valid license to carry out insurance. The main thing is that the policy meets the minimum requirements of the university, namely: the total amount of insurance coverage of the voluntary medical insurance is at least 200,000 rubles, the availability of outpatient services, emergency medical care, inpatient care (hospitalization), repatriation services to the country of citizenship in the insurance program.

Migration registration (registration) and extension of the period of temporary stay on the territory of the Russian Federation

In accordance with Federal Law No. 109-FZ of July 18, 2006 "On migration registration of foreign citizens and stateless persons in the Russian Federation" from August 07, 2018 migration registration can be carried out only at the place of stay of a foreign citizen.

Upon arrival in the Russian Federation, a foreign citizen must register at the place of stay within 7 days from the moment of crossing the border.

Within one day from the moment of migration registration, foreign students must submit to the International Cooperation Office of OSPU a detachable part of the notification of the arrival of a foreign citizen (registration), or send a scanned copy to the email common@omgpu.ru / in the messages of the group of the department of international cooperation VKontakte indicating the full name of the student, faculty and course.

Students living in a student dormitory are registered with the passport officer of the hostel at the address: st. Krasnogvardeiskaya, 4.

Residents of the apartment apply to the owner of the apartment (host) in order for the owner to put a foreign citizen on migration registration at the Multifunctional Public Services Center or the post office. A foreign citizen agrees in advance about this with the owner.

When applying, you need documents confirming the ownership of the apartment, as well as documents proving the identity of the owner and a foreign citizen. If the homeowner refuses to put a foreign citizen on migration registration, it is necessary to change the place of stay.

Foreign full-time students who arrived in a manner that does not require a visa, they can be registered with the migration authorities for the entire period of study on the basis of a study agreement.

In accordance with Federal Law No. 274-FZ of July 1, 2021, the extension of the period of temporary stay is possible ONLY if there is an application from the university and a document confirming that it has passed fingerprint registration, photographing and medical examination.

ATTENTION! After staying in a hotel, crossing the border of the Russian Federation or hospitalization, the current one is removed from the migration register at the place of stay. In these cases, the migration registration procedure must be repeated after returning to the place of stay (dormitory or apartment).

Extension of regular student visa

To enter OSPU for the purpose of studying, a foreign citizen receives a student single-entry visa for 90 days, which will need to be extended on the territory of the Russian Federation. The visa is extended at the request of the university on the basis of a study contract and according to the terms of study. The deadline for submitting documents for visa extension is established by the migration legislation of the Russian Federation and is not subject to change.

ATTENTION! For the timely extension of the visa, it is necessary to enter the territory of Russia no later than 1 month before the end of the visa issued by the consular department of the Embassy of the Russian Federation. The Department of the Ministry of Internal Affairs of Russia may refuse to extend the visa in case of late application (less than 30 days).

To extend a student visa, a foreign citizen must, no later than 45 days before the expiration of the current visa, apply to the International Cooperation Office of the Omsk State Pedagogical University (Omsk, Naberezhnaja Tukhachevskogo, 14, office 335) and provide the following documents:

  1. passport
  2. migration card
  3. valid registration at the place of stay
  4. certificate of fingerprinting
  5. photo 3x4
  6. state duty for visa processing 1600 rubles
  7. study contract.

Employees of the International Cooperation Office will form a set of documents and submit it to the Migration Department of the Ministry of Internal Affairs of Russia for the Omsk Region. Within a month, a multiple-entry student visa will be issued with a validity period of not more than 1 year (but not exceeding the period of study).

The basis for refusal to extend a visa may be the presence of 2 administrative protocols in a foreign citizen, drawn up within 1 year for various types of law violation. In case of refusal to issue a visa, a foreign citizen is obliged to leave the territory of the Russian Federation.

Medical examination, fingerprinting and photography

When staying on the territory of the Russian Federation for more than 90 days, before the end of this period, it is necessary to undergo the procedure of fingerprint registration, photographing and medical examination and obtain a document on passage, otherwise the employees of the Migration Department of the Ministry of Internal Affairs will not extend the migration registration, and the foreign student will have to leave the Russian Federation.

If a foreign student lives in a dormitory, it is necessary to obtain a document and submit it to the passport officer of the dormitory no later than 40 days before the expiration of the migration registration.

If a foreign student lives in an apartment, the document must be received no later than 10 days before the end of registration.

The process of passing the procedure of medical examination and fingerprint registration usually takes no more than 5 days (together with waiting for the results of the medical examination):

  1. step. Contacting a medical center for a medical examination. The procedure includes examination by a addiction psychiatrist, phthisiatrician, dermatovenereologist, infectious diseases specialist, blood test.
  2. step. Submission of received medical reports (4 forms) to the “Passport and Visa Service” of the Ministry of Internal Affairs for fingerprint registration and photography
  3. step. Obtaining a document confirming the passage of fingerprint registration and photography.

The medical certificate is valid for 3 months from the date of issue. Within 3 months after passing a medical examination and receiving an opinion, it is necessary to undergo fingerprint registration.

At the same time, after the expiration of such medical documents, foreign citizens are given 30 days to undergo a second medical examination.

Mandatory fingerprint registration in the Russian Federation is carried out in the branch for the Omsk region "Passport and visa service" of the Ministry of Internal Affairs of Russia (PVS) at the address Omsk, st. Liza Chaykina, 21. Pre-registration and additional information by phone: 8 913 967 49 90 and 95-55-21.

When applying for fingerprint registration, foreign citizens present:

  • Identity document
  • migration card
  • registration
  • photo 3x4 on a white background (can be done in PVS, 100 rubles)

Fingerprint registration and photographing are done once. Foreign students pay for their own examination at the medical center (about 5,000 rubles, depending on the chosen center) and PVS services (500 rubles)

IMPORTANT! Persons under the age of 18 are allowed to register only if they are accompanied by their parents or a legal representative under a notarized power of attorney.

Students who have passed all the required procedures and received a certificate of fingerprinting must report this to the International Cooperation Office of OSPU.

Issuance of a temporary residence permit for the duration of study

From January 1, 2023, foreign citizens studying in a state educational or state scientific organization full-time under the bachelor's, specialist's, master's, residency, assistantship-internship programs that have state accreditation, or under the program for the training of scientific and scientific-pedagogical personnel in graduate school (military postgraduate studies) in a state educational or state scientific organization, is given the opportunity to apply for a temporary residence permit for the purpose of obtaining education (hereinafter - RVPO) in accordance with Article 6.2 of the Federal Law "On the Legal Status of Foreign Citizens in the Russian Federation" (hereinafter - The federal law).

RVPO is issued for the period of mastering the education program and one hundred and eighty calendar days after the end of the study period. In case of a positive decision on the issuance of RVPO, the appropriate stamp shall be put in the passport of a foreign citizen.

Documents for the issuance of a RVPO are submitted by a foreign citizen personally or through the Unified Portal of State and Municipal Services to the Migration Department on whose territory the education takes place.

RVPO provides foreign students and graduate students with a number of advantages:

  • if a foreign citizen arrived in a visa order, he will be issued a multiple-entry visa for the period of validity of the RVPO;
  • there is no obligation to submit an annual notification of confirmation of residence in the Russian Federation, unlike other regimes of residence in the Russian Federation;
  • a student (postgraduate student) who has received a RVPO will be able to stay in the Russian Federation for the entire period of study, and after completing the studies for another six months, during which it is possible to apply for a residence permit without leaving the Russian Federation;
  • the opportunity to apply for a permanent residency is also provided within three years after completion of studies without obtaining a temporary residence permit (RVP);
  • confirmation of knowledge of the Russian language, knowledge of the history and fundamentals of the legislation of the Russian Federation is not required.

In case of transition to evening classes or part-time education or early termination of education in a state educational (scientific) organization, the RVPO becomes invalid.

After the document is declared invalid, if there are grounds for a foreign citizen, he has the right to re-apply for the issuance of RVPO without observing the period provided for by paragraph 6 of Article 6 of the Federal Law (no earlier than one year from the date of rejection of his previous application for the issuance of RVP or cancellation of the previously issued RVP).

Responsibility for violation of the legislation of the Russian Federation

To foreign citizens who arrived in the Russian Federation in violation of the established procedure for crossing the state border of the Russian Federation, who did not register at the place of stay in a timely manner, who evaded leaving the Russian Federation at the end of the permitted period of stay in the Russian Federation, who carry out illegal labor activities, as well as who reported inaccurate information about themselves or false information in the implementation of migration registration, as well as those who have not passed the established procedures for fingerprint registration, photographing and medical examination or who have passed them in violation of the deadline, the following sanctions may be applied: an administrative fine, a reduction in the period of stay of a foreign citizen in Russia. According to Article 25.10 of the Federal Law "On the procedure for leaving the Russian Federation and entering the Russian Federation" dated August 15, 1996 No. 114-FZ, such citizens are illegally staying on the territory of the Russian Federation and bear personal responsibility in accordance with the legislation of the Russian Federation.

Paragraph 5 of Article 27 of Federal Law No. 114-FZ of August 15, 1996 “On Departure from the Russian Federation and Entry into the Russian Federation” does not allow a foreign citizen (or stateless person) to enter the territory of Russia if he has not provided a voluntary medical insurance valid on the territory of the Russian Federation. If a foreign citizen (or a stateless person) does not have a voluntary medical insurance valid on the territory of the Russian Federation, it is an administrative law violation under part 1 of Article 18.8 of the Code of Administrative Offenses of the Russian Federation - violation of the rules of entry into the Russian Federation.
